S154 could be used to drive forward SPZs or EZs

The government has given few details on how it anticipates new powers for councils to request planning freedoms to operate in practice, however Planning magazine reports that the legislation could help facilitate novel moves to increase housing provision.

Section 154 of the Housing and Planning Act 2016, which took effect on 13 July along with other provisions, allows councils to request "planning freedoms" in return for committing to increases in housing provision.

"I think it could be used to drive forward things like simplified planning zones or enterprise zones," Steve Ingram, Senior Vice President of the Planning Officers Society, told a magazine reporter. However, he added that if use of the power is "focused in places that want to deliver a really significant growth in housing, incidences of its use probably be quite few and far between".
