Proposed CPO reforms should give LAs greater powers to unlock undeveloped sites

The recent DCLG technical consultation document sets out a package of proposed reforms to the compulsory purchase order (CPO) framework.

Sara Whelan, Policy Manager at the Planning Officers' Society, advised a Planning magazine reporter that the reforms should give local authorities greater powers to unlock undeveloped sites, in order to aid housing delivery. "Where you have full planning permission in place and the site does not come forward for development, then that in itself should be a reason to take forward a CPO," she said.

"That would really focus minds a bit, and would complement the host of other measures coming out in the Housing and Planning Bill" Whelan added.
