An LGA survey shows that more than 475,000 homes with planning permission wait to be built in Engand.
Steve Ingram, the POS Junior Vice-President, told Planning magazine "The planning system has been made much more complex, with the requirement for lots of pre-commencement conditions to be satisfied. It's not as simple as: 'Go and start on site next day.' It's a challenge for us all to work with the development industry to make planning permissions as implementable as possible."
Though land banking "happens", Ingram said, "proactive" local authorities needed to remove barriers to development.
