New powers needed to help bring sites forward

Planning magazine reports that despite government rhetoric, experts say proposed changes to the NPPF to boost housing delivery are set to turn up the heat on councils rather than developers.

Some say the draft revisions would give the NPPF a "bit more teeth" when it comes to encouraging councils to deliver new homes. But Mike Kiely, chair of the Planning Officers Society, said they "unfairly" put pressure on councils without giving them the tools to help boost delivery, such as beefed-up compulsory purchase powers. He said: "We are being measured against delivery, but haven't got the powers to be proactive. If the government is serious about increasing delivery, we would expect new powers for councils to help bring sites forward."
