Dr David Evans, Environment Director at West Dorset District and Weymouth & Portland Borough Councils, has become the new President of the Planning Officers Society. He was elected at the Society's Annual General Meeting held in Croydon on Friday 16th May 2014.
At the AGM David stated that "strong public sector planning is vital to deliver the government's growth agenda and create sustainable communities. But to achieve this we need evolutionary reform of the local plan system. The duty to co-operate simply isn't working and too many plans are delayed. We need to deliver more housing and sustainable developments but this needs to create quality places which are locally distinctive. Planning needs sufficient resources to be effective and there needs to be professional planning leadership at management level in all planning authorities."
David added "the Society has developed a clear manifesto and I will work with my colleagues to bring about change in this key year running up to the 2015 elections. Finally, we need to attract the best of young talent into public sector planning and I am delighted to add my support to Novus, the network of young planners who are proud to work in the public sector."
David became Environment Director for the two Councils, who are in a shared services partnership, in 2011. Before then he worked for West Dorset, Purbeck, Winchester City and Test Valley District Councils and Denbighshire and Clwyd County Councils. He is a chartered town planner and urban designer with over 30 years' experience in local government. Currently leading the planning service in a partnership of two adjacent authorities, David is responsible for the strategic management of development management, building control, spatial policy, community development, engineering, parking, property and emergency planning services.
David is a Member of the Royal Town Planning Institute and the Planning Officers Society (formerly the Senior Vice President, and Convenor for the South West Region) and the Chartered Management Institute. He is also a Director of Planning Officers Society Enterprises.
David thanked the immediate Past President of the Society, Croydon's Director of Planning & Building Control Mike Kiely, for the energy and enthusiasm he had brought to the role and for leading the reform of the society to increase his effectiveness. Mike will be chairman of the new Society Board. The new Senior Vice-President is Stewart Murray, Assistant Director, Planning with the Greater London Authority. The new Junior Vice-President is Anna Rose who is Head of Planning and Culture at Rugby Borough Council.
