Catrionna Riddell, the POS Strategic Planning Subject Specialist, told Planning magazine that Brandon Lewis is "absolutely right" in emphasising that a SHMA is just the first stage in developing a local plan.
Riddell added "The SHMA is a very important part of the evidence base, but it's not the be all and end all of the housing target." She went on to say "Lewis is saying your target should take into account the SHMA, as well as other constraints."
But she also said that if many councils are not meeting their housing needs because of restraints such as green belt and their excess homes are not being taken by neighbours it produces a potentially large shortfall. Under the current system, this "will never get mopped up" she said, because there is no larger-than-local mechanism to address the problem.
