INFRASTUCTURE PLANNING AND CIL ADVICE NOTE TO DELIVER SUSTAINABLE COMMUNITIES

The Planning Officers Society recognises the growing significance of infrastructure planning in delivering Sustainable Communities and has welcomed the direction of travel of the proposals for the Community Infrastructure Levy. It has issued an advice note for local planning authorities, which will also be of interest to others in the planning community.
POS has highlighted that all LPAs need to be aware of the importance of infrastructure planning as a delivery mechanism and the potential of CIL. . In the current economic conditions POS believes that infrastructure led regeneration is essential to stimulate development, based on robust, flexible plans.
The advice note provides guidance on planning as a delivery mechanism, infrastructure planning, a summary of the Community Infrastructure Levy proposals, advice for planners on what they should be doing, and the key messages for convincing others.
Graham Jones, author of the advice note, said “infrastructure planning is of growing significance; not only is it fundamental to a sound LDF but also a crucial corporate and partnership tool in delivering sustainable communities.
Phil Kirby, President of POS, commented “the Society has commissioned two separate but closely related pieces of work to assist and support its members in developing their infrastructure plans and preparing for CIL. The first is this advice note, setting out what POS sees as the key messages, and the second is a supported learning project, working with groups of LPAs as they move through the processes. The interest shown in both of these already is a clear indication of the significance this work has assumed.”
