Housing white paper calls for new regulations

Planning magazine reports that the absence of planning-based legislative proposals in last month's Queen's Speech has raised questions over the future of a number of anticipated planning reforms which would require primary legislation to enact, but some observers believe much of the government's planning programme can progress without the involvement of Parliament.

Catriona Riddell, strategic planning subject specialist for POS, said that many measures in the Housing White Paper would require new regulations. Such changes could include the requirement for councils to submit information as part of the housing delivery test and new rules for local plan examinations, such as statements of common ground and revised requirements for the amount of evidence and consultation required, she said.
