Duty to cooperate requirement still a casue for concern

Ashford Council has published a new local plan for consultation that contains a proposed 23 per cent reduction in the annual housing targets set in its existing strategy. Planning magazine suggests this will be rigorously tested at examination.

Catriona Riddell, strategic planning specialist for the Planning Officers Society, told a Planning reporter the duty to cooperate requirement is one that could cause concern for Ashford. "It will have to demonstrate that it has worked in partnership with its neighbouring boroughs," said Riddell.

She added that this will include showing evidence that is has made allocations to meet neighbouring authorities' housing needs where those boroughs can prove that they do not have the necessary space.
