Duty to Cooperate is Too Challenging, says POS

In response to a Planning magazine article that stated fewer than one in seven English authorities have adopted a local plan that fully complkies with the NPPF, David Evans, POS President, said there were "significant problems" with the current system of preparing plans that required a more evolutionary approach.

"The duty to cooperate is too challenging and many authorities are failing, but the issue doesn't become apparent until right at the end of the process" Evans said.
