POS submission to House of Lords 2nd Reading Housing and Planning Bill 2015 - 2016

The Planning Officers Society (POS) clearly supports the need to house our growing population and supports the idea of first time buyers being able to get onto the housing ladder.

However, POS is extremely concerned that starter homes should not be the only solution to solving the housing crisis. Whilst they have a role to play in certain markets they should not be delivered at the expense of affordable rented homes, intermediate housing (part rent/part buy) for key workers (nurses etc.) and indeed market housing.

A good planning system will enable housing provision that meets the full spectrum of objectively assessed housing need, ensuring that those who are most in need and unable to access housing in the market are assisted not just first time buyers under 40 years old.

Accordingly POS would respectively suggest the following changes to the Housing and Planning Bill and would be happy to work these through in more detail with Government.
