LOCAL PLANNING REGULATIONS CONSULTATION

PLANNING OFFICERS SOCIETY and Local Government Group JOINT RESPONSE TO THE LOCAL PLANNING REGULATIONS CONSULTATION

Key points:

  • We welcome moves from the government to streamline and demystify the planning system through the changes to regulations.
  • The changes to the process with which local planning authorities get their plans in place must be viewed in the context of the National Planning Policy Framework, currently out for consultation. Transition arrangements should be viewed in the context of allowing Local Planning Authorities (LPAs) a reasonable chance to get a plan in place or revise existing plans to bring them up-to-date.
  • We support the emphasis placed on LPAs collaborating, with each other, and with other public bodies including county councils and Local Enterprise Partnerships (LEPs), to understand and plan for the wider economic and housing market areas of which they are a part. In the spirit of localism however we do not believe that government needs to prescribe in national legislation or guidance the exact processes to be adopted by Local Planning Authorities.
