Guidance on Pre-Application Charging

 

Engagement prior to any planning application being formally submitted can be critically important and should provide the applicant and the local planning authority with the opportunity to gain a clear understanding of the objectives of and constraints on development. It also provides an opportunity for wider engagement, where appropriate, with other stakeholders, including the local community, which can deliver better outcomes for all parties. The scope of this requirement can be extensive and require major resources to fulfil.

There are a wide variety of methods for implementing pre-aplication charging, but there are common principles too. This Guidance Note seeks to set out those common principles and makes recommendations for those seeking to implement charges. It is primarily intended for minerals and wast authorities but may prove to be of assitance to others.
