'planning in principle' for allocated land - the government is proposing taking powers to grant automatic planning consent on any land allocated within a development plan document.
delivery of Starter Homes - a legal duty on councils to guarantee the delivery of the government's flagship discounted Starter Homes for first-time buyers on all 'reasonably sized' development sites
more powers to intervene on parish plans - measures to strengthen the neighbourhood planning process, including new powers for the secretary of state to intervene and prescribe time periods for councils to hold referendums on neighbourhood plans
councils may get exemptions from self build duty - local authorities may be able to apply for an exemption from provisions set out in the Housing and Planning Bill for them to provide land for self-build and custom housebuilding
