Reflections on Local Plan Expert Group (LPEG) Report to Planning Minister Brandon Lewis MP - Keith Holland (Member of LPEG)
Keith reminded the meeting of the key recommendations contained in the LPEG report - regarding the streamlining/speeding-up of local plan-making. LPEG have invited the Housing & Planning Minister to embrace the recommendations as a whole - and not to 'cherry-pick'.
Effective strategic planning is critical to effective plan-making. 'Larger than local' issues are not being addressed satisfactorily under the Duty to Co-operate (DtC) as it currently exists. The DtC needs to be strengthened.
Working out the Objectively Assessed Housing Needs (OAN) of Housing Market Areas (HMAs) and, critically, agreeing a strategy for distribution of housing numbers - has become extremely challenging in some parts of the country. To this can be added the challenges that exist where neighbouring HMAs are invited, under the DtC, to assist in addressing any shortfall in housing needs of their neighbouring HMAs.
