4.1 Ben Linscott (PINS) updated the meeting on current issues.
The Coalition Government's "Localism" agenda is looking at developing power down to neighbourhood level.
Appeals - Inspectors now deciding the method of appeal. So far few of the decisions are being successfully challenged.
More Inquiries are being held as viability arguments are made difficult to assess in written representations and informal hearings. Also more applica5tions are being calling in as a result of Ministerial pronouncements.
Section 78 Appeals service has a backlog of cases as a result of a freeze on the use of "consultants" and a reduction in the number of appeals had not occurred to the level expected.
